The project objective, the shutdown of two weapons-grade plutonium production reactors in Seversk, was accomplished through the refurbishment of an existing fossil fuel plant. Shutdown of both reactors occurred by June 2008, earlier than scheduled. The fossil fuel plant, which provides heat and electricity to the city of Seversk, replaces the output of the two reactors. Project closeout activities will continue throughout 2009.

The existing fossil fuel plant refurbishments will improve efficiency and reliability bringing the 1950’s-era coal-fired plant to modern standards.

Plant refurbishment started in 2005 and progressed sufficiently by December 2008 to enable the Russians to shutdown both reactors, thereby eliminating Seversk weapons-grade plutonium production. This is major nonproliferation milestone.
